John M. Colmers, MPH is Vice President, Health Care Transformation and Strategic Planning for Johns Hopkins Medicine where he supports the executive leadership in strategically positioning the expanding Hopkins system to respond to health care reform and other near-term and long-term market forces for a more value-demanding health marketplace. Mr. Colmers was chair of the Health Services Cost Review Commission that oversees Maryland’s “noble experiment” with an ambitious federal waiver for an all-payer global budgeting system begun in January, 2014, that caps payments and rewards hospitals and physicians who deliver better health and quality outcomes for patients at lower costs. Previously he served as Secretary of the Maryland Department of Health and Mental Hygiene. From 2000 to 2007, he was a Senior Program Officer at the Milbank Memorial Fund. He is a past chair of the steering committee of the Reforming States Group, a bipartisan group of executive and legislative leaders.
